Chapter 19 – The Voice from the Dead

The satellite phone slipped from Julian's trembling hand.
It landed softly on the polished wooden floor.
No one spoke.
No one dared.
Edward Hartwell's voice still echoed inside every corner of Foundation Zero.
"Son... it's time you came and finished what I started."
Julian stared at the phone as if it might ring again.
His father had died twelve years ago.
He had stood beside the coffin.
He had watched the burial.
He had spent more than a decade mourning him.
So whose voice had just spoken?
Emma slowly picked up the phone.
The screen displayed only one message.
TRANSMISSION COMPLETE
No number.
No location.
No record of the call.
Alexander Carter took the phone and carefully examined it.
Then, after several long seconds, he smiled faintly.
"It wasn't live."
Julian looked up.
"What?"
Alexander turned the phone over.
"This model has a delayed activation module."
Edward had recorded the message years earlier.
It had only been programmed to play after Hale's biometric signal confirmed his death.
Samuel Reed nodded.
"Only Edward would think ten moves ahead."
Julian let out a slow breath.
His father wasn't alive.
But somehow...
He was still guiding them.
Eleanor removed a thin envelope hidden beneath the satellite phone.
Like every message Edward had left behind, it carried a simple instruction.
Open Only After Hale Falls
Julian broke the seal.
Inside was a single handwritten letter.
Edward's familiar handwriting immediately steadied his racing heart.
Julian,
If Richard Hale is dead, then Project Phoenix has entered its final stage.
Everything you have discovered until now has only been the outer shell.
The real battle begins today.
Julian continued reading aloud.
Do not chase revenge.
Do not chase Victor.
Find the Lighthouse.
Everything you need is waiting there.
Emma looked toward Samuel.
"The Hartwell Lighthouse."
Samuel nodded.
"He always called it his anchor."
Victor Blackwood was still kneeling near Hale's body.
He hadn't spoken for several minutes.
Finally...
He looked at Emma.
"My mother..."
His voice cracked.
"Is she really alive?"
Samuel answered quietly.
"I believe so."
Victor closed his eyes.
"I spent twenty-eight years trying to avenge her."
"And all that time..."
"She was waiting for me."
No one answered.
There was nothing anyone could say.
Alana slowly walked over.
She gently placed her tiny hand on Victor's shoulder.
He looked at her in surprise.
"My teacher says..."
"...people can choose again."
Victor stared at the child.
"You still aren't afraid of me?"
She shook her head.
"I'm sad for you."
Those four words broke something inside him.
Victor lowered his head.
For the first time in decades...
He cried.
Not loudly.
Not dramatically.
Just silent tears for the childhood he had never been allowed to have.
Alexander quietly checked his watch.
"We've lost nearly an hour."
The Phoenix Protocol countdown still flashed across the monitors.
01:58:17
Samuel frowned.
"If Edward was right..."
"The Lighthouse isn't just another safe house."
"It has to contain a shutdown code."
Emma looked at the memory chip.
"Then we leave now."
Julian nodded.
"We finish this."
Before anyone could move—
The hidden elevator doors opened once more.
This time, three people stepped inside.
All wearing black tactical uniforms.
Weapons lowered.
Hands visible.
Their leader removed her helmet.
She was in her early forties.
Sharp eyes.
Calm expression.
She looked directly at Julian.
"Mr. Hartwell?"
Julian instinctively raised his revolver.
"Who are you?"
The woman slowly removed a silver badge from her pocket.
Across it was engraved a small lighthouse.
Not a government seal.
Not a military emblem.
A lighthouse.
Samuel smiled.
"They made it."
The woman introduced herself.
"My name is Commander Rachel Hayes."
"I lead Beacon."
Emma frowned.
"Beacon?"
Rachel nodded.
"Edward Hartwell created us."
"Twelve years ago."
Alexander looked stunned.
"I thought Beacon was abandoned."
Rachel smiled.
"Edward wanted everyone to think that."
She looked around the room.
Her eyes briefly settled on Hale's body.
"So..."
"You actually did it."
Julian frowned.
"You knew we'd come?"
Rachel nodded.
"We've been watching."
"Waiting until the Chairman exposed himself."
Emma asked the question everyone was thinking.
"If you've existed all this time..."
"Why didn't you stop Phoenix?"
Rachel answered honestly.
"Because we couldn't."
"Phoenix had infiltrated governments."
"Courts."
"Banks."
"Even intelligence agencies."
"We had one advantage."
She looked toward Edward's journal.
"They believed Edward lost."
Rachel walked toward the world map.
She pressed three hidden points.
Part of the wall quietly slid open.
Inside waited several armored cases.
Medical supplies.
Encrypted radios.
Satellite maps.
And...
A polished wooden box.
Across its lid was engraved:
For Julian and Emma
Julian slowly opened it.
Inside rested two items.
A brass lighthouse key.
And Edward's wedding ring.
Emma looked confused.
"Why the ring?"
Samuel smiled softly.
"Because Edward said..."
"'A family united is stronger than any empire.'"
Rachel activated one of the satellite maps.
A blinking red light appeared on the coastline.
"The Hartwell Lighthouse."
She zoomed in.
Then everyone's expressions changed.
The area surrounding the lighthouse was already surrounded.
Dozens of vehicles.
Boats offshore.
Helicopters above.
Rachel spoke quietly.
"They're waiting for us."
Victor stepped forward.
"No."
"They're waiting for me."
Julian looked at him.
"What are you saying?"
Victor met his eyes.
"Hale's dead."
"Phoenix needs someone to blame."
"I've always been their weapon."
He looked toward the map.
"If I go alone..."
"They'll follow me."
Emma immediately understood.
"You want to distract them."
Victor nodded.
"It'll buy you time."
Julian shook his head.
"I'm not letting you sacrifice yourself."
Victor smiled sadly.
"I've spent my entire life taking."
He glanced at Alana.
"Maybe it's time I give something back."
Before anyone could answer—
Rachel's encrypted radio crackled to life.
Her expression instantly hardened.
She looked at Julian.
"We have a serious problem."
"What happened?"
Rachel took a slow breath.
"Our surveillance drone just confirmed..."
She turned the screen toward everyone.
The live image showed the Hartwell Lighthouse standing against the stormy coast.
Its beacon was still turning.
But dozens of armed operatives had already surrounded it.
Standing at the front...
Holding a flare gun high above his head...
Was a man everyone believed had died in the opening chapters.
Julian's eyes widened in disbelief.
"Impossible..."
Emma whispered,
"He survived..."
The man slowly looked up toward the drone camera.
Then smiled.
Julian's former business partner.
The man who had betrayed him nine years earlier.
Damien Cross.
And in his hand...
May you like
He held someone unconscious.
Victoria Hartwell.
