The room remained silent.

Arthur clenched his fists.

Voss smiled.

Arthur's expression darkened.

Voss shook his head.

Voss looked directly at her.

Celeste's face hardened.
"I am not a combination of people."
"No."
Voss smiled.

Reed stepped forward.
"What do you want?"
Voss answered:

"Peace."
Everyone laughed bitterly.
"Peace?"
Voss nodded.
"A controlled world is a peaceful world."
Celeste stared at him.

Voss smiled.

The transmission ended.
The screens went black.

Reed immediately turned to his team.
"We move now."
"Find Voss."
"Find Phoenix leadership."
"Secure every asset connected to Ashford Global."

But Celeste remained still.
Michael approached her.

Celeste looked at him.
"She knew this would happen."
"Yes."
"She knew Phoenix would come for me."
"Yes."
"Then why didn't she tell me?"
Michael's eyes filled with sadness.
"Because she wanted you to become Celeste."
"Not a weapon."
Celeste looked at the burned mansion.
At the family she thought had abandoned her.

They suddenly had a different meaning.
A federal agent rushed into the room.
"Admiral!"
Everyone turned.

"And?"
The agent looked at Celeste.

Arthur stepped forward.
"Show us."
The agent hesitated.
"There is one file we haven't opened."
"Whose?"
He looked at Celeste.
"Yours."
They moved to the secure room.
The computer accepted the password automatically.

Reed frowned.
"Why did it open?"
The agent swallowed.

She opened it.
The first page appeared.

FAILURE PROBABILITY: 88%
Arthur frowned.
"They couldn't control you."
"No."
Michael whispered.
"They were afraid they couldn't."
Celeste scrolled further.
A video file.
Recorded twenty years earlier.
The date:
The day she entered the Naval Academy.
She clicked play.
Static.
Then...
Eleanor appeared.
Younger.

But smiling.
Celeste stopped breathing.
Her mother looked directly into the camera.
"If you're watching this..."

Tears filled Celeste's eyes.

A pause.

The room became silent.
Eleanor looked into the camera.

Then came the words that changed everything.
"Celeste..."
"If they tell you that you were designed to lead them..."
"Remember this."
A small smile appeared.

The video stopped.
Nobody spoke.

A single set of coordinates.
Reed looked at it.
His face changed.
"What is it?"
He answered slowly.
"The original Phoenix headquarters."
"Where?"
A pause.
"Not overseas."
"Not hidden."
"Right here."
He looked toward the city skyline.
"Under Ashford Global headquarters."
Celeste stared.
The enemy was not somewhere far away.
Not hiding in another country.
Not operating from the shadows.
It had been beneath her family's empire the entire time.
