CHAPTER 19 — THE LAST STAND OF THE COUNCIL

Darkness swallowed the abandoned train station.
The only light came from flashes of lightning beyond the broken windows.
Black SUVs surrounded the building.
Armed figures advanced from every entrance.
Harrison slipped the silver pendant into his jacket.
"Elias."
"Is there another way out?"
Elias nodded.
"There is."
He looked toward the old freight tunnels beneath the station.
"But they'll expect us to run."
Daniel Ross and Laura Simmons burst through a side entrance with a federal tactical team.
"So much for coming alone," Elias said with a faint smile.
Harrison almost smiled back.
"I've learned that family doesn't leave family behind."
The words reminded both men of James Cole.
The first flashbang exploded.
Glass shattered across the station floor.
Federal agents took cover behind old ticket counters.
The attackers moved with frightening discipline.
Laura immediately recognized the formation.
"These aren't mercenaries."
"They're military."
Daniel fired twice, forcing several attackers behind concrete pillars.
"They're trying to surround us."
Elias remained surprisingly calm.
"They don't want Harrison."
"They want the pendant."
Miles away, Khloe sat beside Edward Harrington's hospital bed.
His breathing had become shallow.
He looked weaker than ever.
"I know Harrison found Elias."
Khloe smiled.
"Yes."
Edward closed his eyes.
"James would have been proud."
A long silence followed.
Then Edward whispered,
"There was one thing..."
"...I never told anyone."
Khloe leaned closer.
"What is it?"
Edward struggled to breathe.
"The Keeper..."
"...isn't loyal to the Council anymore."
Before Khloe could ask another question, monitors began sounding.
Doctors rushed into the room.
Edward Harrington had gone into cardiac arrest.
Back at the station, Harrison and Elias fought their way toward the underground freight tunnel.
Laura covered their retreat.
Daniel sealed the steel door behind them.
For the moment...
They were alone.
The tunnel stretched for hundreds of feet beneath the city.
Old tracks disappeared into darkness.
Harrison finally looked at Elias.
"I have a thousand questions."
"I know."
"Start with one."
"Who are your parents?"
Elias walked silently for several steps.
"I don't know."
"What?"
"I was four years old."
"I remember a fire."
"I remember James carrying me."
"Everything before that is gone."
Harrison nodded slowly.
"Our father really did save you."
"He saved my life."
Elias smiled sadly.
"And lost his own."
Deep beneath the tunnel, they reached an old maintenance room.
Elias pulled a laptop from a hidden compartment inside the wall.
"You prepared this."
"I've prepared for this day for twenty years."
He inserted the memory card from the pendant.
A secure database appeared.
Thirty-two names.
Photographs.
Financial records.
Secret communications.
Every living member of the Council.
Laura stared at the screen.
"My God..."
"The Attorney General."
"A Supreme Court clerk."
"Corporate CEOs."
"Media executives."
"Bank presidents."
Daniel looked stunned.
"They infiltrated every institution."
"No," Elias corrected quietly.
"They became the institutions."
Harrison studied the final profile.
There was no photograph.
Only a title.

Harrison frowned.
"Even you don't know who she is?"
Elias shook his head.
"I met her dozens of times."
"She never removed her gloves."
"She never showed her face."
Laura suddenly received an emergency call.
Her expression changed instantly.
"What happened?" Harrison asked.
"It's Edward."
Silence.
Laura lowered the phone.
"He didn't survive."
Nobody spoke.
Edward Harrington...
The man who had spent twenty-five years trying to correct his greatest mistake...
...was gone.
Harrison quietly removed his father's old wristwatch.
He looked at the time.
Then closed it.
"Rest now."
He wasn't sure whether he was speaking to Edward...
...or to James.
The federal government moved quickly.
Within hours, sealed arrest warrants were issued.
Simultaneous raids began across three states.
Council members were taken into custody before dawn.
Television stations interrupted regular programming.
Financial markets reacted immediately.
Major corporations announced emergency leadership changes.
For the first time in decades...
The Council was collapsing.
Yet Harrison couldn't celebrate.
One name remained missing.
The Keeper.
That evening, Khloe and baby Evelyn stood beside Edward Harrington's grave.
Richard stood several feet away.
Not beside her.
Not as her husband.
Simply as a grieving son.
After the funeral, he approached Harrison.
"I've signed everything."
"What do you mean?"
"Harrington Commercial."
"My shares."
"The estate."
"The remaining assets."
"They've all been transferred."
"To who?"
Richard looked toward Khloe holding Evelyn.
"Her."
Harrison studied him carefully.
"Why?"
Richard answered honestly.
"Because none of it was ever worth losing my family."
As the mourners slowly left the cemetery, an elegant elderly woman dressed in black placed a single white rose on Edward's grave.
She wore white gloves.
Laura, standing at a distance, froze.
"Harrison..."
He followed her gaze.
The woman looked up.
For one brief second, Harrison saw her face clearly.
Kind eyes.
Silver hair.
Gentle smile.
She looked nothing like a criminal mastermind.
Then she spoke softly.
"Edward finally found his peace."
Laura stepped forward.
"Stop right there!"
The woman didn't run.
Instead, she removed one white glove.
On the inside of her wrist was a small compass tattoo.
The symbol of Project Haven.
She looked directly at Harrison.
"I believe..."
"...it's finally time we met properly."
"My name..."
She paused.
"...is Catherine Ashford."
