CHAPTER 16 — THE COUNCIL OF SHADOWS

The room fell silent after Harrison ended the call.
A federal prosecutor.
A state senator.
An appellate court judge.
Three respected public officials had been arrested inside Project Haven.
Richard finally broke the silence.
"If they're only guards..."
"...how powerful is the Council?"
No one answered.
Because no one knew.
Three hours later, Harrison, Laura Simmons, and a small team met inside a secure conference room at the U.S. Attorney's Office.
Every electronic device had been left outside.
Even the windows were covered.
Laura spread photographs across the table.
"Background investigations are complete."
She pointed to the first picture.
Assistant U.S. Attorney Daniel Pierce.
Arrested inside Project Haven.
Twenty-two years of government service.
No disciplinary record.
The second photograph.
State Senator Michael Grant.
Known for championing judicial ethics reform.
The irony wasn't lost on anyone.
The third.
Judge Caroline Mercer.
Respected across Pennsylvania for her reputation of fairness.
Laura folded her arms.
"Three public servants."
"Three respected careers."
"And all three were willing to die protecting Project Haven."
Daniel Ross looked at Harrison.
"Do we release their names?"
Harrison thought for a moment.
"No."
Several people looked surprised.
"We're not protecting them."
"We're protecting the investigation."
"If the Council realizes what we know..."
"...they'll disappear before sunrise."
Laura slowly nodded.
"You're thinking three moves ahead."
"I'm thinking like my father."
Meanwhile, Khloe settled into Harrison's townhouse with baby Evelyn.
The house had slowly become a home.
A nursery.
Baby toys.
The smell of fresh coffee every morning.
For the first time in years, she felt safe.
Her phone vibrated.
An unknown number.
She almost ignored it.
Instead, she answered.
"Hello?"
A woman's voice whispered,
"You don't know me."
"But your mother saved my life."
Khloe frowned.
"My mother died fifteen years ago."
"I know."
"Before she died..."
"...she hid something for me."
The caller's breathing became shaky.
"I think it's time you had it."
Before Khloe could ask another question, the call ended.
Ten seconds later, a text message arrived.
An address.
Nothing more.
Across town, Richard met privately with the Board of Harrington Commercial Group.
This time he wasn't sitting at the head of the table.
He sat alone.
Like every other guest.
Margaret Ellison looked at him carefully.
"You asked for this meeting."
"I did."
Richard stood.
"I spent years blaming everyone except myself."
He paused.
"I betrayed my wife."
"I ignored my daughter."
"I failed this company."
The board remained silent.
"I can't change that."
"But I can stop pretending."
He removed a folder from his briefcase.
"Every offshore account."
"Every hidden asset."
"Every password."
He placed them on the table.
"I'm turning everything over."
One director looked stunned.
"Without immunity?"
Richard nodded.
"If prison is where justice leads..."
"...I'll go."
Margaret studied him for a long moment.
Then quietly said,
"This is the first honest decision you've made in years."
Late that afternoon, Harrison and Daniel drove to the address from Khloe's phone.
It led them to a quiet retirement home outside Lancaster.
An elderly woman waited on the porch.
She introduced herself as Martha Ellison.
No relation to Margaret.
She smiled gently at Khloe.
"You have your mother's eyes."
Khloe felt tears forming instantly.
"You knew her?"
"We worked together."
"When?"
"Long before either of you were born."
Martha invited them inside.
From beneath an old quilt chest, she removed a faded canvas bag.
"I promised Helen Cole I would never open this."
She handed it to Khloe.
"She said one day..."
"...her children would come looking."
Inside the bag were journals.
Family photographs.
Letters.
And an old cassette labeled:

Harrison carefully inserted the tape into an antique recorder.
Static crackled.
Then his mother's voice filled the room.
Warm.
Gentle.
The voice he hadn't heard since he was seventeen.
"Harry... Khloe..."
"If you're listening..."
"Your father couldn't tell you everything."
"So I will."
Khloe covered her mouth.
Tears streamed down her face.
Helen continued.
"James believed Project Haven could save the innocent."
"I believed it would eventually destroy everyone who touched it."
She laughed softly.
"We argued about that for years."
Then her tone changed.
"There's one thing neither of us ever told you."
Harrison leaned closer.
"You have another family."
The room froze.
Khloe stared at her brother.
Another family?
Helen's voice continued.
"Not by blood."
"By promise."
"Years ago, James and I agreed that if anything happened..."
"...we would raise another little boy as our own."
Daniel looked confused.
"What little boy?"
The tape answered.
"His parents were killed because of Project Haven."
"James hid him."
"We loved him."
"But after your father's death..."
"...someone took him away."
Silence.
Khloe whispered,
"Who was he?"
The recording ended with one heartbreaking sentence.
"His name was..."
The tape suddenly snapped.
The reel tangled inside the recorder.
The final name was lost.
That evening, Laura Simmons called Harrison again.
"We searched the personal effects of the arrested judge."
"What did you find?"
"A photograph."
She sent it to his phone.
Harrison opened the image.
It showed six adults standing together twenty-five years earlier.
James Cole.
Edward Harrington.
The Founder.
And three others.
In the front row stood two young children.
One was Harrison.

A dark-haired little boy wearing a silver compass pendant.
Harrison stared at the photograph.
His mother had been telling the truth.
The mysterious child had lived with his family.
Smiled beside him.
Played beside him.
