CHAPTER 29:Samuel Carter's Final Choice

No one moved.

The broken reel sat motionless inside the tape machine.

For several seconds, the only sound in the vault was Hannah's quiet sobbing.

Evelyn stared at the recorder.

Her hands trembled.

"That's impossible."

Rebecca looked at her gently.

"What is?"

"My husband never lied to me."

Edward Mercer answered softly.

"No."

"He didn't."

"He simply carried burdens he believed no one else should bear."


The FBI evidence technician carefully removed the damaged reel.

"It's old."

"The magnetic tape snapped."

"Can it be repaired?" Ross asked.

The technician nodded.

"Yes."

"But not here."

"We'll need the forensic audio laboratory."

Rebecca looked at the machine.

"Then let's move."


Three hours later...

Inside the FBI Digital Evidence Center...

Specialists worked under controlled lighting.

Every inch of the tape was photographed.

Cleaned.

Repaired by hand.

The process took nearly six hours.

No one left.

Evelyn refused to go home.

She sat quietly beside Hannah.

Holding her daughter's hand.

Waiting to hear the voice she thought she had lost forever.


Finally...

The lead technician stood.

"We've recovered the missing section."

Rebecca nodded.

"Play it."

The room fell silent.

The tape began turning again.

Static.

Then...

Samuel Carter's voice returned.


"If you're hearing this..."

"...then you deserve the whole truth."

"Three nights before I died, I met Abigail Ashcroft."

"She didn't threaten me."

"She offered me a way out."

Rebecca exchanged a surprised glance with Ross.

Samuel continued.

"She admitted the system was corrupt."

"She admitted innocent people had suffered."

"She told me she wanted to dismantle it."

David Mercer closed his eyes.

"So the video was real."


Samuel's voice continued.

"She asked me for one thing."

"Time."

"She believed she could destroy the Council from inside."

The room became perfectly still.

Arthur whispered,

"My God..."

Samuel went on.

"I wanted to believe her."

"Because for the first time..."

"...one of them sounded ashamed."


Rebecca frowned.

"If that's true..."

Torres finished her thought.

"Then Abigail wasn't Samuel's enemy."

Samuel answered them across the decades.

"I agreed."

"I gave her copies of everything I had."

"I promised to wait."

Hannah's breathing became uneven.

"Then why..."

The tape continued.

"The next morning..."

"...someone broke into my office."

Rebecca's pulse quickened.


"Nothing was stolen."

"But someone had searched every drawer."

"Someone already knew about my meeting."

Ross whispered,

"The Council."

Samuel continued.

"That's when I realized Abigail wasn't the most powerful person in the room."


Edward slowly lowered his head.

He had suspected.

Samuel had known.


The recording continued.

"I called Abigail."

"She never answered."

"Instead..."

"...I received a message."

The tape crackled.

Then Samuel slowly read the exact words.

You trusted the wrong person.

Silence filled the laboratory.


Rebecca looked toward David.

"Do you know who sent it?"

David shook his head.

"No."

"But I know what it means."

Everyone waited.

"The Council had someone inside Abigail's office."


The tape rolled on.

Samuel's voice had become noticeably more tired.

"I realized then..."

"...that no one was safe."

"Not Evelyn."

"Not Hannah."

"Not even Abigail."

Evelyn wiped away tears.

Even in his final days...

He had been thinking about protecting them.


Then came the part no one expected.

"So I made a decision."

"One I'll probably regret forever."

Rebecca leaned closer.

Samuel spoke slowly.

"I destroyed part of the evidence."

The room froze.

Ross stared at the speaker.

"What?"

Samuel continued.

"Not to protect the guilty."

"To protect the innocent."

Arthur looked confused.

"What innocent people?"

Edward suddenly understood.

"The employees."

Samuel answered as if hearing him.

"If every company collapsed overnight..."

"...hundreds of thousands of workers would lose everything."

"Families who knew nothing about the corruption would pay the price."

David quietly whispered,

"I never knew..."


Samuel continued.

"Justice without mercy becomes another form of cruelty."

"Someone had to separate the guilty from the innocent."

Rebecca slowly closed her eyes.

That single sentence explained everything Samuel had done.

He had never wanted revenge.

Only justice.


The tape reached its final minute.

Samuel's breathing sounded heavier.

As though he knew time was running out.

"If I fail..."

"...don't build another empire."

"Don't replace one powerful family with another."

"Give ordinary people the truth."

"Then let them decide what kind of country they want."

A long pause followed.

Then...

His final words.

"Tell Hannah..."

His voice broke.

"...that counting stars with her was the happiest part of my life."

The tape clicked.

Stopped.

This time...

There was nothing left.


No one spoke.

Rebecca quietly removed the reel.

She understood now.

Samuel Carter had never been trying to destroy America.

He had been trying to save it.


Just then...

An analyst rushed into the room.

"We've identified the secure phone that called Abigail after the archive was discovered."

Rebecca looked up.

"Who owns it?"

The analyst swallowed hard.

"It isn't registered to any individual."

"It's registered to..."

He stopped.

Rebecca's heart raced.

"To what?"

"The Hamilton Institute."

Ross frowned.

"I've never heard of it."

Edward Mercer closed his eyes.

"You wouldn't have."

Rebecca looked at him.

"What is the Hamilton Institute?"

Edward answered quietly.

"It isn't an institute."

"It's the name the Six-Star Council uses..."

"...when they meet in person."

Everyone in the room fell silent.

For twenty-four years they had chased companies.

Judges.

Executives.

Billionaires.
