The photograph lay on the conference table like a loaded weapon.

No one spoke.

Arthur Hale stared at the silver-haired man shaking hands with Richard Ashford outside the abandoned warehouse. The image was grainy, taken from a long distance, yet the face was unmistakable.

For fifteen years, Arthur had believed that man was dead.

His name was Victor Kane.

Officially, Victor Kane had died during the final hours of Operation Phoenix, a classified mission so deeply buried that even most federal agencies had never heard of it.

Arthur remembered watching Kane's helicopter disappear into flames over the Black Sea.

There had been no body.

No funeral.

Only a classified report.

Arthur had signed it himself.

Ross studied him carefully.

"You know him."

Arthur nodded once.

The room became silent again.

Ross crossed her arms.

Arthur frowned.

Ross nodded.

The email contained only one sentence.

"What does that mean?"

None of them noticed a black sedan parked three blocks away.

Inside sat a man wearing dark sunglasses.

He lowered a pair of binoculars.

The woman beside him spoke quietly.

"He expected that."

"And Arthur?"

The man watched federal agents entering and leaving the mansion.

"He's becoming dangerous again."

The woman hesitated.

"Should we stop him?"

The man smiled faintly.

"No."

He started the engine.

"Not yet."

"Victor wants him exactly where he is."

The sedan disappeared into traffic before anyone noticed it had ever been there.


As night fell, Arthur remained alone inside Richard's hidden room.

He looked once more at the photographs covering the table.

So many lives destroyed.

Then his eyes drifted toward the recovered email.

Arthur understood.

Far across the city, in an abandoned warehouse, Victor Kane watched live drone footage of the Ashford estate on a large monitor.

Arthur.
