At the Federal Command Center, a giant digital board covered the operations room.

Bribery.

Daniel Brooks updated the board as agents checked in from across the country.

The operative hesitated.

Victor smiled.

Victor didn't seem surprised.

"Good."

The room fell silent.

One young analyst finally asked the question everyone had been wondering.

Victor turned toward the large map of the United States.

He spoke aloud instead.

"No."

Ross agreed.

Arthur nodded.

"And I think..."

"...we've finally arrested everyone who protected Richard."

He looked toward the sealed Phoenix documents.

"But we haven't even met the people who created Victor."


Just after midnight...

Daniel's computer suddenly sounded a priority alarm.

He rushed into the archive room.

"You need to see this."

Ross stood immediately.

"What happened?"

Daniel projected a satellite image onto the wall.

The abandoned Phoenix facility at Raven's Hollow, Montana.

For weeks...

It had remained dark.

Now...

Every light inside the underground complex had turned on simultaneously.

One encrypted signal began broadcasting on a frequency that hadn't been used in fifteen years.

Arthur recognized it instantly.

Daniel looked toward him.

"Someone activated the archive."

Arthur slowly stood.

"No..."

His voice was almost a whisper.

"They didn't activate it."

He stared at the glowing mountain on the screen.

At that exact moment, another message appeared beneath the satellite feed.

WELCOME HOME, DIRECTOR HALE

The room fell silent.

Ross looked at Arthur in disbelief.

"Director?"

Arthur closed his eyes.

The secret he had hidden from everyone—not only Lily, but even most of the government—had finally surfaced.

He hadn't merely worked for Project Phoenix.
