In a major counterintelligence breakthrough, the U.S. Department of Justice has announced the arrest of two individuals accused of operating as covert agents for China’s primary intelligence service, the Ministry of State Security (MSS). The suspects, Yuance Chen and Liren Lai, are alleged to have orchestrated a sophisticated espionage effort aimed at infiltrating the United States Navy and identifying potential recruits for intelligence gathering.

The arrests, executed through a coordinated operation between the Federal Bureau of Investigation (FBI) and the Naval Criminal Investigative Service (NCIS), underscore the persistent threat posed by foreign intelligence services and highlight the extensive measures undertaken by U.S. authorities to safeguard national security.


A WIDESPREAD ESPIONAGE NETWORK

According to the criminal complaint, Chen and Lai were not isolated actors but key participants in a broader intelligence network directed by the MSS. Investigators allege that their activities spanned multiple states, including Oregon, Texas, California, and Washington, illustrating the geographic reach and operational sophistication of the alleged spy ring.

Chen, a resident of Happy Valley, Oregon, is accused of serving as a long-term operative responsible for collecting sensitive information on U.S. Navy personnel. His role allegedly involved identifying service members who might be vulnerable to recruitment due to personal, financial, or cultural ties.

Lai, who reportedly entered the United States in April 2025 on a tourist visa under the pretense of managing an online retail business, is alleged to have functioned as a handler and recruiter. Authorities believe he had been collaborating with Chen since at least 2021, working to expand the MSS’s intelligence footprint within the United States.


CLASSIC ESPIONAGE TRADECRAFT: THE “DEAD DROP”

One of the most compelling elements of the case involves the use of a traditional espionage technique known as a “dead drop.” Prosecutors allege that in January 2022, the suspects coordinated the transfer of at least $10,000 in cash intended to finance recruitment and intelligence operations.

The funds were reportedly concealed in a backpack and placed inside a day-use locker in Livermore, California. This method allowed MSS operatives to exchange money and materials without direct contact, a hallmark of clandestine intelligence operations. The discovery of this transaction provided investigators with critical evidence linking the suspects to the foreign intelligence service.


TARGETING THE U.S. NAVY

Perhaps the most alarming aspect of the investigation is the alleged focus on U.S. naval personnel and strategic assets. Authorities state that Chen established communication with a Navy service member through social media, ultimately arranging a visit to the USS Abraham Lincoln, a nuclear-powered aircraft carrier based in San Diego.
